Egypt’s successful installation of the reactor pressure vessel at the second unit of the El-Dabaa Nuclear Power Plant marks more than a construction milestone it underscores Africa’s growing interest in nuclear energy as countries seek reliable, low-carbon electricity to power industrialisation and meet rapidly rising energy demand.
The installation, completed on July 9 by Russia’s state nuclear corporation, Rosatom, moves Egypt closer to becoming one of the few African nations with a commercial nuclear power plant.
The ceremony was attended by Egyptian Prime Minister Mostafa Madbouly, Rosatom Director General Alexey Likhachev, Egypt’s Minister of Electricity and Renewable Energy, Dr. Mahmoud Esmat, while International Atomic Energy Agency (IAEA) Director General Rafael Grossi delivered opening remarks.
Weighing more than 340 tonnes, the reactor pressure vessel was installed at Unit 2 with millimetre-level precision, paving the way for the next construction phase involving the welding of the main coolant pipeline.
Once completed, the El-Dabaa Nuclear Power Plant will comprise four Generation III+ VVER-1200 reactors with a combined installed capacity of 4,800 megawatts, making it one of Africa’s largest electricity generation facilities.
Implications for Africa
The project comes at a time when many African countries are reassessing their long-term energy strategies as electricity shortages continue to constrain economic growth, industrialisation and investment.
Although the continent possesses abundant renewable energy resources, including solar, wind, hydro and geothermal, many countries still face unreliable electricity supply, weak transmission infrastructure and growing demand driven by population growth, urbanisation and industrial expansion.
The African Development Bank estimates that nearly 600 million people across Africa still lack access to electricity, making improved power generation one of the continent’s biggest development priorities.
Against this backdrop, nuclear energy is increasingly being considered as part of a diversified energy mix capable of delivering reliable baseload electricity while supporting global climate goals.
More African countries exploring nuclear power
South Africa remains Africa’s only country operating a commercial nuclear power station through the Koeberg Nuclear Power Plant, which has supplied electricity to the national grid for decades.
However, interest in nuclear energy is spreading across the continent.
Countries including Nigeria, Ghana, Kenya, Uganda, Rwanda, Morocco and Algeria have all signed cooperation agreements with international partners or are working with the International Atomic Energy Agency to develop regulatory frameworks, technical expertise and feasibility studies for future nuclear programmes.
Several of these countries are also assessing the potential of emerging technologies such as Small Modular Reactors (SMRs), which require lower upfront investment than conventional large-scale nuclear plants and could be better suited to smaller electricity systems.
Balancing nuclear and renewables
Energy experts note that Africa’s energy future is unlikely to depend on a single technology.
Instead, countries are expected to pursue a combination of natural gas, hydropower, solar, wind, geothermal and nuclear energy to improve energy security while reducing greenhouse gas emissions.
Unlike solar and wind, nuclear power provides continuous electricity regardless of weather conditions, making it a potential complement to renewable energy sources.
However, nuclear projects require significant capital investment, robust regulatory institutions, highly skilled personnel and long-term political commitment, meaning only a limited number of African countries are likely to develop commercial nuclear power in the near term.
Strategic significance
For Egypt, the El-Dabaa project is expected to strengthen energy security, reduce dependence on fossil fuels and support economic growth through stable electricity supply.
For the rest of Africa, the project’s steady progress demonstrates that large-scale nuclear infrastructure can move from planning to implementation when supported by sustained government commitment, international financing, strong regulation and long-term technical partnerships.
As electricity demand continues to rise across the continent, Egypt’s nuclear programme could become an important reference point for other African countries weighing the role of nuclear energy in achieving universal electricity access, industrial development and net-zero emissions targets.
