The Society of Petroleum Engineers (SPE) Africa has officially announced the programme for the 2nd Africa Technology Conference (ATC 2026), taking place 16–18 June 2026 in Abidjan, Côte d’Ivoire.

Following a successful inaugural ediPon in Tanzania in 2025, the conference will travel to West Africa for the first Pme, bringing together industry leaders, policymakers, innovators and technical experts from across the conPnent and beyond, under the theme: “Harnessing

Innova.on and Technology for a Resilient and Sustainable African Energy Sector.”

H.E. Mamadou Sangafowa Coulibaly, Minister of Mines, Petroleum and Energy of the Republic of Côte d’Ivoire, has confirmed his support and parPcipaPon who will, alongside senior representaPves, aYend the three-day event and deliver an opening keynote address to delegates, se[ng the stage for criPcal conversaPons on the future of Africa’s energy sector.

On August 8, 2025, in the village of Ulken (Zhambyl District, Almaty Region, Kazakhstan), the initial work began on the nuclear power plant (NPP) construction project – engineering surveys to determine the optimal site and prepare design documentation for the future high-capacity NPP. The event was attended by Director General of the Russian State Corporation Rosatom Alexey Likhachev, Chairman of the Agency of the Republic of Kazakhstan for Atomic Energy Almasadam Satkaliyev, and Akim of Almaty Region Marat Sultangaziyev.

Specialists from Rosatom’s Engineering Division started drilling the first exploratory borehole and soil sampling. These studies will assess seismic stability, hydrogeological features, and other parameters of the area, which are essential for the safety and reliability of the future plant. A total of at least 50 boreholes, each between 30 and 120 metres deep, will be drilled during this stage. A final decision on the nuclear power plant’s exact location will be made based on the survey results.

The start of engineering surveys is a fundamental stage that determines the safety, reliability, and economic efficiency of the NPP project. During this stage, a comprehensive study of the geological, seismic, hydrological, and environmental characteristics of the site is carried out. The final decision on the plant’s location will be based on this data. The surveys ensure the project complies with both international and national standards, minimizes environmental and technological risks, and creates a foundation for efficient design of the future nuclear power plant.

“The launch of engineering surveys in Ulken marks the beginning of the journey toward the first high-capacity nuclear power plant in Kazakhstan’s modern history. At this stage, we are focusing on a thorough study of the site to be fully confident in its suitability for a future nuclear plant. Rosatom is ready to apply all its accumulated experience to implement this strategically important project for Kazakhstan’s development,” said Alexey Likhachev, Director General of Rosatom.

Addressing local residents and ceremony guests, Almasadam Satkaliyev also emphasized: “Today is only the first step, but it determines Kazakhstan’s path toward establishing a new high-tech sector in the national economy. We are confident that the nuclear power plant will provide a powerful boost to the region’s development – from the creation of modern infrastructure to new schools, kindergartens, and social facilities. This project is Kazakhstan’s strategic choice and a driver of long-term regional and national economic growth.”

The future plant will be based on modern VVER-1200 reactors (pressurized water reactors with 1200 MW electric capacity) of Generation III+. This technology meets the strictest international safety standards and is already successfully used in operating and under-construction facilities in Russia, Belarus, Turkey, Bangladesh, Egypt, and China. The reactor’s service life is 60 years, with a potential extension of another 20 years. During the ceremony, employees of Leningrad NPP, Akkuyu NPP (Turkey), Belarus NPP, Paks-2 NPP (Hungary), and Rooppur NPP (Bangladesh), wh ere VVER-1200 units are already operating or being built, addressed the residents of Ulken. They wished the project success and highlighted the importance of nuclear energy for the region’s socio-economic development.

At the St. Petersburg International Economic Forum in June 2025, an Indicative Roadmap for the NPP construction project was approved between Rosatom and the Agency of the Republic of Kazakhstan for Atomic Energy. The document outlines key cooperation stages: conducting engineering surveys, preparing design documentation, and signing an EPC (Engineering, Procurement, and Construction) contract. As part of bilateral cooperation, a framework agreement was also signed between LLP “Kazakh Nuclear Power Plants” and JSC Atomstroyexport (Rosatom’s Engineering Division). This agreement outlines key partnership principles for implementing the project in the Zhambyl District of the Almaty Region.

The NPP construction project is being implemented under agreements between Kazakhstan and Russia on cooperation in the peaceful use of nuclear energy. The project’s key goals are to ensure Kazakhstan’s long-term energy security, develop national nuclear infrastructure, and support efforts to reduce the country’s carbon footprint. Historically, Kazakhstan’s experience with nuclear energy is tied to the BN-350 reactor in Aktau (Mangystau Region), which operated from 1972 to 1999. In addition to generating electricity, the facility housed one of the world’s largest seawater desalination complexes. Currently, the BN-350 is being decommissioned.

In June 2025, Rosatom was designated as the lead of an international consortium for the construction of Kazakhstan’s NPP.

The Renaissance Africa Energy Company Limited, last night in Lagos, emerged the leading oil and gas company, crowning its first outing at the just-concluded Society of Petroleum Engineers’ (SPE) 2025 Nigeria Annual International Conference and Exhibition (NAICE) by winning a majority of the conference’s corporate and individual awards, including the coveted Best Indigenous Exhibitor and the conference’s Overall Best Exhibitor awards, and the 2025 Industry Young Executive Award to Renaissance Chief Technical Officer (CTO), Mr. Abdulrahman Mijinyawa. At the SPE Awards Nite, that rounded off three days of conference and exhibition of the nation’s premier petroleum engineering society.

Renaissance’s CTO, Mr. Mijinyawa, received the 2025 Industry Young Executive Award from SPE International President, Mr. Olivier Houze. He also received the Overall Best Exhibitor Award from a founding member of the SPE Section in Nigeria, Mr. Egbert Imomoh. That award was presented to Renaissance “for an outstanding display of creativity and technical excellence at the 2025 NAICE SPE Exhibition.”Abdulrahman then dedicated the awards to staff and management of Renaissance. He said, “This is an important reward for the resilience shown by the company’s staff who are working with renewed commitment to excellence and have seen Renaissance as an opportunity for Nigerians to drive the industrialisation that will ultimately translate into job creation and overall economic growth.”

“Within this short period of our existence, of about 140 days of taking over Shell’s shares in the defunct SPDC”, Abdulrahman continued, “Renaissance assets and people have increased oil production by about 40 per cent and returned us to a position where we are now fulfilling our contractual gas supply quantities to the NLNG – for the first time in over 5 years. Hence, winning these awards, given by fellow professionals of the industry, encourages our commitment to the government’s aspiration to grow the nation’s utilisation of our vast hydrocarbon reserves.”Renaissance staff, with 18 entries, also formed the core number of SPE members who presented technical papers at the conference, showcasing Nigerians’ technical prowess and highlighting opportunities in the Nigerian oil and gas industry.

The awards ceremony also recognized Senator Heineken Lokpobiri, Minister of State for Petroleum Resources (Oil), was presented with the 2025 Distinguished Leadership Award, while the 2025 Distinguished Achievement Award went to First Marine and Engineering Services Limited (FMES).

Rt. Hon. Ekperikpe Ekpo, Minister of State for Petroleum Resources (Gas), and Mr. Felix Omatsola Ogbe, Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB), were both honoured with 2025 Distinguished Leadership Awards for their roles in promoting gas development and local content.

The awards formed a key highlight of OTC 2025, which officially kicked off on Monday, May 5, with a ribbon-cutting ceremony at the Nigerian Pavilion, hosted by PETAN.

The ceremony drew the presence of top Nigerian officials and industry stakeholders, including Senator Lokpobiri, Minister Ekpo, Engr. Ogbe, and several international delegates.

During the opening of the Nigerian Pavilion, Senator Lokpobiri emphasized the need for African nations to collaborate in addressing the continent’s energy challenges.

He called for a united front to tackle energy poverty, urging the development of cohesive, Africa-specific energy policies.

Speaking on the conference theme, “Africa’s Energy Renaissance: Leveraging Innovation and Natural Gas for Sustainable Development,” Lokpobiri said regional cooperation would allow African nations to invest in large-scale energy projects, reduce costs, and share best practices and technologies to accelerate progress.

“This conference is not a jamboree,” Lokpobiri stated. “It is a platform for Nigeria—and by extension, Africa—to showcase its vast potential.”

The Minister also voiced support for the return of President Donald Trump of U.S., suggesting it could help counter what he described as the “hypocritical” global energy transition narrative that has disadvantaged Africa.

He further revealed that the Africa Petroleum Producers Organisation (APPO), in partnership with Afrexim Bank, is working to operationalize the African Energy Bank, which will launch this quarter with over $19 billion in funding to bridge financing gaps for African energy projects.

Mr. Wole Ogunsanya, Chairman of PETAN, reiterated PETAN’s commitment to showcasing Nigeria’s potential. He said OTC 2025 provides a vital platform to attract investment, foster global partnerships, and build capacity across Nigeria’s oil and gas value chain.

“PETAN’s consistent participation in OTC over the years has significantly contributed to the development of the Nigerian oil and gas industry,” Ogunsanya noted.

He recalled how the Nigerian National Petroleum Corporation (NNPC) entrusted PETAN with coordinating the country’s activities at OTC over two decades ago.

Amidst Nigeria’s efforts to expand energy access and accelerate its transition to cleaner energy sources, the federal government (FG) has announced plans to immediately halt the importation of solar panels and instead, domesticate the manufacturing of renewable equipment. This sudden end to the importation of photovoltaic solar panels into Nigeria raises important questions. While the goal of promoting local manufacturing is laudable, the abruptness of such a move could risk disrupting Nigeria’s rapidly-growing usage of solar energy, thereby affecting affordability, accessibility and investor confidence. As the nation walks the delicate line between meeting its climate targets and bolstering energy sovereignty, it is critical to consider how policies, if not carefully measured, can sometimes complicate the very challenges they seek to solve.

Over the past two decades, Nigeria’s solar energy growth has heavily-depended on imported photovoltaic (PV) panels. Records show that most of these imports came from China and Europe, powering home solar systems and mini-grids across rural, urban and peri-urban communities. In other words, these imports played a crucial role in lighting up areas previously without electricity access and/or cut off from the national grid. While imports enhanced access to cleaner energy technologies, heavy reliance on foreign PV panels at the same time stunted the growth of local PV manufacturing and assembly industries.

Domestic companies struggled to compete with the economies of scale and pricing advantages enjoyed by foreign manufacturers. Compounding the challenge, the Standards Organisation of Nigeria (SON) repeatedly flagged the unchecked influx of substandard solar products as a persistent threat to consumer trust and sector growth. Not only that, large volume of PV imports continued to exert pressure on Nigeria’s foreign exchange reserves, heightening concerns about the sustainability of a heavily import-dependent transition to cleaner energy future.

Faced with these challenges, FG is now advocating for a ban on solar panel imports with a view towards fostering industrialization, creating jobs, and strengthening energy security and independence. This new policy direction was publicly articulated on March 25, 2025, when the Honourable Minister of Innovation, Science and Technology, Uche Nnaji, stated during the unveiling of the NEV T6 electric buses in Abuja that “the federal government has announced plans to halt the importation of solar panels to promote local manufacturing and accelerate Nigeria’s transition to clean energy.” Corroborating this position, the Managing Director and Chief Executive Officer of the Rural Electrification Agency (REA), Abba Aliyu, reiterated during a roundtable with the Lagos State Government that “the federal government has maintained the need to end the importation of photovoltaic solar panels into Nigeria.” He also lamented N200 billion already been spent on imports.

In a sharp twist of policy contradiction, the minister announced a day later (March 26, 2025) via his official X page (formerly Twitter) that Nigeria had signed a landmark 2,600MW solar deal with LONGi Solar France SARL and Alternative Petroleum & Power Limited (APPL). This agreement, one of the largest solar procurement deals in sub-Saharan Africa involves the supply of solar modules to power Nigeria’s Green Hydrogen Hub Project at the Liberty Oil & Gas Free Trade Zone in Akwa Ibom State. Without clearly disclosing any deliberate arrangements in place for technology transfer or domestic industrial development, the deal promises to position Nigeria as a regional leader in green hydrogen production with applications in clean mobility, exports, and industrial uses. More worryingly, the project will involve heavy importation of solar modules which is inconsistent with the announced plan to support local solar panel manufacturing or domestication efforts.

This contradiction between aspiration and action reveals a deeper tension that deserves attention. While FG aspires to end solar imports to boost local production, a reality check shows that Nigeria is still signing large importation deals to meet urgent energy demands. These contradictions are sending conflicting to stakeholders: governments, businesses and the civil society, especially advocates clamoring for a green economy in Africa. It is not only creating confusion among project developers, financiers, and investors but also risks undermining confidence in Nigeria’s climate targets and low-carbon policy direction at a time when stability is crucial.

Beyond the contradictions, an abrupt halt to solar panel imports could trigger significant unintended consequences across the energy sector. Many small and medium-sized enterprises (SMEs) in the renewable energy sector—from mini-grid developers to rooftop installers—operate on thin margins. Denying them access to reliable and functional panels without first ensuring the availability of viable local alternatives could trigger massive business losses, project cancellations, layoffs, and even sector-wide contraction. Government-backed energy access projects, such as mini-grids for rural electrification rely heavily on imported panels to meet deployment targets. A sudden import ban could delay these projects, compromising Nigeria’s energy access goals and straining partnerships with development financiers. Moreover, limited access to electricity could worsen the existing energy poverty in low-income communities, restricting development opportunities and further deepening the energy divide.

Ultimately, it is the Nigerian consumer who stands to bear the brunt. Solar systems — already a high-cost investment for many households and small businesses — could become even more expensive if scarcity drives prices upward. Worse still, a mismatch between local production capacity and national demand could lead to supply shortages, lower product quality, and erosion of trust in clean energy solutions. In the absence of a well-sequenced domestication plan that includes incentives, technology transfer agreements, and capacity building for local manufacturers, the good intentions behind the import ban risk translating into reduced energy access, slower climate action, and heightened economic hardship for millions of Nigerians.

As Nigeria charts its course toward energy security, industrialization, and clean energy growth, it is essential that policies aimed at boosting local industries are clearly articulated with defined timelines, stakeholder consultation, and targeted investment in manufacturing capacity. Otherwise, the rush to substitute imports without first securing domestic readiness could slow down, rather than speed up, the energy transition the country urgently needs.

GECF Calls for Greater Investment in Africa’s Energy Sector at NIES 2025

In his remarks, HE Hamel emphasised the urgent need for investment in Africa’s energy sector to drive economic transformation, enhance energy access, and unlock the continent’s vast energy potential.

Highlighting that natural gas demand is projected to rise by 32% by the mid-century, he stressed that Africa, with over 8% of the world’s proven gas reserves, must leverage this resource to support economic growth, fertiliser production, and the transition from traditional biomass to LPG in the residential sector. He commended Nigeria’s leadership in fostering public-private partnerships and praised regional energy cooperation efforts, particularly the Nigeria-Equatorial Guinea partnership and the Trans-Saharan Gas Pipeline (TSGP) with Algeria, as models for boosting cross-border investment.

HE Hamel strongly opposed calls to halt financing for natural gas projects, describing them as misguided and unjust. He reaffirmed that Africa, responsible for only 3% of global emissions, must not be deprived of the opportunity to develop its vast natural gas resources to drive economic growth and energy security. Emphasising GECF’s unwavering commitment to Africa, he highlighted the Forum’s pivotal role in fostering investment, capacity-building, and technology development to ensure the continent’s energy future remains secure, sustainable, and prosperous.

HE Hamel further highlighted the Algiers Declaration by the 7th Summit of the GECF Heads of State and Government, expressing strong support for African countries in their efforts to combat energy poverty, expand energy access, and drive sustainable, equitable, and inclusive socio-economic development, in line with the United Nations 2030 Development Agenda and the African Union’s Agenda 2063, ensuring progress while upholding environmental protection.

OFFICIAL STATEMENT ON THE REDUCTION IN EX-DEPOT PRICE OF PMS BY N65

Dangote Petroleum Refinery has announced a reduction in the ex-depot (gantry) price of Premium Motor Spirit (PMS), commonly referred to as petrol, by N65.00, from N890 to N825 per litre, effective from 27th February 2025.

This strategic price adjustment is designed to provide essential relief to Nigerians in anticipation of the upcoming Ramadan season, while also supporting President Bola Ahmed Tinubu’s economic recovery policy by alleviating the financial burden on the Nigerian populace.

It is important to note that Dangote Petroleum Refinery has consistently lowered the prices of petrol and other refined petroleum products to the benefit of Nigerians. This marks the second price reduction of PMS in February 2025, following a previous decrease of N60.00 earlier in the month.

Additionally, in December 2024, during the yuletide period, the refinery reduced the price of PMS by N70.50, from N970 to N899.50 per litre, as part of its commitment to easing the cost of living and providing relief to Nigerians during the holiday season. This reduction has positively impacted the overall cost of living, benefiting various sectors of the economy, and has also ensured that Nigerians did not experience the perennial fuel scarcity and price hikes typically associated with the yuletide season.

Nigerians will be able to purchase the high-quality Dangote petrol at the following prices in all our partners’ retail outlets. For MRS Holdings stations, it will sell for N860 per litre in Lagos, N870 per litre in the South-West, N880 per litre in the North, and N890 per litre in the South-South and South-East respectively.
The same product will also be available at the following prices in AP (Ardova Petroleum) and Heyden stations: N865 per litre in Lagos, N875 per litre in the South-West, N885 per litre in the North, and N895 per litre in the South-South and South-East.

Dangote Petroleum Refinery assures the public of a consistent supply of petroleum products, with sufficient reserves to meet domestic demand, as well as a surplus for export to enhance the country’s foreign exchange earnings. The company calls on marketers to support this initiative, ensuring that Nigerians remain the primary beneficiaries of this effort. This collective action will contribute to the broader economic recovery plan led by His Excellency, President Bola Ahmed Tinubu, who is committed to making Nigeria self-sufficient in refined petroleum products and establishing the country as a leading oil export hub.
